Advancing Human Services in Disaster Management
I have extensive experience in disaster preparedness, response, and recovery. Throughout my federal career, I have shaped policies, interagency and intergovernmental programs that provided critical aid to individuals and communities in crisis.
As Chief of the Emergency Mental Health and Traumatic Stress Services Branch at the Substance Abuse and Mental Health Services Administration (SAMHSA), I led efforts to address the psychological impact of disasters, overseeing the FEMA Crisis Counseling Assistance and Training Program during events such as the September 11 attacks and Hurricane Katrina.
Later, as Director of the Division of Community Assistance at the Administration for Children and Families (ACF), I managed key programs like the Community Services Block Grant and the Social Services Block Grant, ensuring long-term recovery services reached those in need. I also spearheaded the launch of the first-ever Low Income Household Water Assistance Program (LIHWAP), providing emergency water and wastewater aid to vulnerable households.
I bring a lifelong commitment to public service values—integrity, transparency, and respect for community—to every engagement. My work is grounded in the belief that human services must be fair, effective, and guided by ethical principles, especially in times of crisis.
