Project Liberty – Following the September 11 attacks, I oversaw and provided federal leadership in the design and implementation of New York's $150 million Project Liberty Crisis Counseling Program, which provided over 650,000 free crisis counseling encounters to individuals in the 27 months after the World Trade Center disaster.

Superstorm Sandy Recovery – I designed and initiated a multi-state social services effort, allocating nearly $475 million in Social Services Block Grant funding to assist states affected by Superstorm Sandy. This initiative supported social services, health, and mental health services recovery, as well as the repair, renovation, and rebuilding of vital facilities.

Community Services Block Grant (CSBG) Initiatives – I developed a multi-stage long-term funding model for Community Action Agencies through the CSBG, including recent allocations to Puerto Rico and Florida in response to Hurricanes Ian and Fiona.
